The Humboldt County Trails Plan has been prepared because the popularity of bicycling, horseback riding, and hiking has increased significantly in recent years. In response to this increase guidelines for the establishment of a comprehensive trails program which will meet actual trail user needs are shown in this plan. Precise information on trails related problems and dificiencies is difficult to obtain. A basic conclusion drawn from public meetings and agency input is that a safe and efficient network of trails for bicyclists, equestrians, joggers, and hikers is needed and would be used. Bikeways and pedestrian pathways should be defined and improved as necessary to serve the dual functions of transportation and recreation. Community centered horseback riding and hiking (pleasure walking) trails are desirable to satisfy day-use recreation needs in and adjacent to residential concentrations, particularly in the mid-Humboldt region. Regional, State, and National Trails (Ref. 1.2) may be established by appropriate public agencies to satisfy the increasing demand for routes which can be used for longer duration trail activities. Although Regional, State, and National Trails have been discussed, (Ref. 3) this plan is oriented toward the provision of adequate trail routes and associated programs which satisfy local day-use community needs. The development of transportation and recreation trails is part of the overall long range county goal of achieving a coordinated and balanced transport system. Walking and bicycling can provide a major means of daily transportation especially when combined with bus services. For many people, walking and bicycling serve as the sale means of transport. By designing, building, and-maintaining a trails network linking County communities and public lands, economical, pollution free and healthful transportation and recreation is encouraged. The eventual establishment of a functional trails program in Humboldt County will come as a result of public need and comprehensive planning which takes into account environmental and various financial considerations, land uses, and property rights. Given proper planning and design, trails may be established to serve public need for years to come.
