Develop a conveniently accessible trails network which interconnects communities
with shopping and employment districts, community activity centers, but stops,
parklands, and other County, State, and Federal lands of Countywide significance.
Determine methods for trails acquisitions, development, and maintenance
which will utilize a maximum of user funding, community-contributed materials
and services, and other trail establishment options of little or no cost to
the County.
Provide for safe bicycle and pedestrian trails to schools within County
jurisdiction when it is deter mined that Inadequate access conditions exist.
Develop and/or institute on-going traffic safety and trail user education
programs for students (particularly in the elementary grade levels), gen eral
trail users, and motorists.
Determine trail routes which may be safely used by bicyclists, equestrians,
and hikers of all ages and skills.
Promote activities of bicyclists, equestrians, and hikers based on the direct
user benefits of enhanced physical and mental well-being.
Provide a variety of trail experiences by locating trails of varying lengths
and difficulty through diverse terrain, scenery, and points of attraction
to draw users and maintain their interest.
Blend trails into the natural environment which result in as little environmental
disruption as Possible.
Promote activities of bicyclists, equestrians, and hikers which enhance
environmental and economic conditions for the County.
Provide policies and adequate enforcement of trail use regulations in order
to protect trails and adjacent properties and maintain safe conditions for
all trail users.
Enforce rules pertaining to trails use through the California Highway Patrol,
County Sheriff, and recognized citizen trail patrol groups.
Adopt an ordinance pertaining to minor trail use violations which provides
for direct monitoring penalty via an infraction rather than a misdeameanor
(Misdameanors will still apply to more serious offences).
Adopt trail designs which minimize trail maintenance.
Place priority on the sweeping and general main tenance of high volume bicycle
routes.
Retain existing and adopted trail rights-of-way through developing lands.
Encourage public and agency participation in all phases of trails establishment.
Coordinate trails system planning with Cities, Caltrans, and other appropriate
agencies.
Encourage businesses and major employers to provide secure, weather protected
bicycle storage facilities for shopper and/or employee use.
Provide secure, weather protected bicycle storage facilities at bus stops
and public buildings as needed.
Equip buses with bicycle transport racks when user needs justify such provisions.
Incorporate staging areas and, where suitable, camping areas into existing
and future recreation areas.
Provide trees and other available landscaping along horse trails located
adjacent to roadways to serve an a partial barrier between trail and vehicle
lanes.
Establish an annual Capital Improvement and Project Priority Program which
emphasizes implementation of bicycle transportation and school access routes
and reflects financial resources and volunteer services available.
Maintain a comprehensive inventory of potential trail routes including,
but not limited to, routes proposed in the Trails Plan.
Monitor accident data and impacts resulting from implementation of any portions
of the Trails Plan.
Conduct an annual review of the trails plan and seek amendments as needed
to reflect changing design specifications, implementation impacts, and user
needs, etc.
