4.6 - Conclusion

As is the case with the establishment of any new program, the implementation of a trails program for Humboldt County involves many questions. The proposals presented within this plan may present problems, but by the same token, they also present potentials. Within this section of the trails plan, various means are suggested for implementing the trails program in a way which will meet the needs and desires of trails users and provide equitable treatment of those lands and persons affected by trails designation. However, without factual knowledge based on actual results of these suggestions, the questions and issues relating to trails implementation will go unanswered until projects are undertaken. Once several projects have been developed, field observation can then determine actual trail utilization as well as the effectiveness of mitigation measures for various property owner and general land use concerns. Although much of this plan is modeled after trails programs implemented in other cities and counties, very little information was discovered that could provide answers to many of the unique questions which must be addressed for Humboldt County. In recognition of the fact that there are very real developmental concerns as well as beneficial potentials associated with the implementation of the trails program, the County should take a positive yet cautious stance. The implementation process should then proceed in hopes that potentials for this program may be realized without undue impact on those people and properties affected.
