
Humboldt County Trails Plan
A Sub-Element of the General Plan
Section Five: Planning Recommendations
- Adopt ordinances pertaining to the trails system which regulate trail use
and protect the interests adjacent property owners. Three specific ordinances
should prohibit:
- The use of motorized vehicles on all County trails except where roadways
and trails coexist or intersect, or except where motorized vehicles are
necessary for construction, maintenance, or enforcement purposes;
- Trespass of any kind onto adjacent private property from County trails;
- Littering of any kind on County trails.
- Make trails related County ordinances infractionary and punishable by a
fine only therefore providing for receptive and responsive punishment and
a simplified judicial process.
- Enforce State and County laws which apply to the trails program enforceable
under the jurisdiction of the Sheriff. The Sheriff may appoint County Parks
personnel or members of the public as Special (trail patrol) Deputies provided
these persons meet the requirEments of the Sheriff's Department policy and
comply with criteria established by Section 832 of the California Penal Code.
- Provide the public with information which explains State and County laws
pertaining to the trail program (including Vehicle Code violations) as part
of a promotional trails brochure (Ref. 5.10).
