The Common Management System (CMS) is the information technology infrastructure implemented by the California State University system to integrate the critical administrative functions of Human Resources, Finance, and Student Services across all 23 CSU campuses plus the Chancellor's Office. The software behind CMS is provided by Oracle Corporation's PeopleSoft Enterprise, and is housed in a secure data center facility in Salt Lake City that is managed by Unisys.

How CMS Began

In 1996, CSU formally recognized that many of its campuses had outdated and incompatible information systems, which was hindering both the growth and the effective management of the statewide system. Financial systems were 20 years old, Human Resources systems were virtually nonexistent, and Student Administration systems varied from campus to campus. In June of 1998, the CSU Executive Council began the system-wide information systems development that became the Common Management System.

The need for a systemwide approach to standard tasks was in large part driven by the demands of faculty, staff, and students for more timely and accurate information. Although not yet fully implemented across all Humboldt State University systems, CMS has already delivered significant increases in efficiency through the elimination of redundant data entry, the development of a common reporting framework, and improved communications across CSU.

HSU has implemented the Human Resources, Financials, and Campus Solutions (Student Administration) CMS modules.

The Future of CMS

In 2009, the Chancellor’s Office began an initiative to create a Common Financial System (aka CFS), incorporating best practices into a common financial application and reporting solution for 23 campuses and the Chancellor’s Office, with HSU one of the first three ‘pilot’ campuses to go live in the CFS system in July 2010.

In 2011, the Chancellor’s Office began planning for a second common application, the Common Human Resources/Faculty Affairs System (aka “CHRS”).  Early timelines for the CHRS project have the design phase beginning fall 2011 with development commencing February 2012 and all campuses live in CHRS by 12/31/2013.

The ITS Project Office coordinates ongoing maintenance, upgrades, and enhancements to existing CMS applications and how other University systems work with CMS. The ability to link data from key functional areas will also enable better planning of future information technology initiatives to support university-wide strategic goals.
