UPDATE: All services have been restored as of 1pm on Friday July 16th. All phone services in the Redwood Manor buildings with the exception of Redwood Manor E are currently down. (Redwood Manor 021, and Redwood Manor A - Redwood Manor D). The Emergency Telephone in the area is down and has a note on it to that affect. TNS is assessing all the damage and will send an update as soon as we know more
What happened: 
Some lines were damaged during construction around that building.
