09-99/00-EX Proposed Revision of Title 5 Regulations on Undergraduate Degrees

WHEREAS,    According to Collegiality in the California State University System, adopted by the Academic Senate of the California State University (CSU) in March 1985, and accepted by the Board of Trustees, the faculty have primary responsibility for curricular decisions, including “the establishment of minimum conditions for the award of certificates and degrees to students”; and

WHEREAS,  The curricular responsibility of the faculty includes not only the appropriate curriculum requirements, but also the minimum number of units for the awarding of degrees; and
 
WHEREAS,  A Revision to Title 5 Regulations on Undergraduate Degrees has been prepared by the CSU administration for submission to the CSU Board of Trustees that would reduce to 120 the minimum semester units and to 180 the minimum quarter units required for the baccalaureate degree; and
 
WHEREAS,  Said Revision to Title 5 Regulations on Undergraduate Degrees was prepared without consultation with or approval of the CSU Academic Senate or the academic senates of the individual CSU campuses; and
 
WHEREAS,  Consultation with and approval of the CSU Academic Senate and the system-wide academic senates regarding a proposal to reduce the current unit minimum for the baccalaureate degree must be obtained before submission of such an initiative to the CSU Board of Trustees; therefore, be it
 
RESOLVED: That the Academic Senate of Humboldt State University endorse the resolution of the Academic Senate of the California State University on the Proposed Revision of Title 5 Regulations on Undergraduate Degrees which states:
 
That the Academic Senate of the California State University recommend that the CSU Trustees= action on the Proposed Revision of Title 5 Regulations on Undergraduate Degrees be deferred until after the May plenary of the Academic Senate CSU to allow time for consultation with the Academic Senate CSU and the local senates regarding the specific recommended changes in the CSU degree and major requirements.
 
  and be it further
 
RESOLVED:  That the Academic Senate of Humboldt State University forward this resolution to the CSU Academic Senate, the Chancellor=s Office, the Board of Trustees, and the local academic senates; and be it further
 
RESOLVED:  That the Academic Senate of Humboldt State University prepare a campus response to the Proposed Revision of Title 5 Regulations on Undergraduate Degrees to be forwarded to the CSU Academic Senate, the Chancellor=s Office, the Board of Trustees and the local academic senates.
