BACKGROUND
Executive Order 665 (see attached excerpt) requires that students who transfer into the CSU and use an approved G.E. course in quantitative reasoning and/or written communication must have passed that course with a grade of C or higher to meet that (those) requirement(s). In addition, Executive Order 665 requires all upper division transfer students who use course(s) to meet any of the basic subjects (written communication, oral communication, critical thinking and quantitative reasoning) must have passed those courses with a grade of C or higher. Currently Humboldt State University students may meet those requirements by receiving a D or better in those courses. Thus students transferring from Humboldt State University to another CSU institution, and having received a grade of D in Mathematics and/or written communication, will not be considered as having met that requirement at our sister institution. Furthermore, if that student be an upper division transfer student, then the same criterion is extended to critical thinking and oral communication. Finally, given the significance of basic skills, it is more educationally appropriate to consider a grade of C as satisfying those requirements than a grade of D.
Therefore, be it
RESOLVED: That the Academic Senate of Humboldt State University recommend to the President that students using courses to meet the G.E. basic subjects requirements (written communication, oral communication, critical thinking and quantitative reasoning) must receive a grade of C or higher to satisfactorily meet those requirements.

In addition, the Admission Requirements for Undergraduate Transfers requires all upper division transfer students who use course(s) to meet any of the basic subjects (written communication, oral communication, critical thinking and quantitative reasoning) must have passed those courses with a grade of C or higher. Currently Humboldt State University students may meet those requirements by receiving a D or better in those courses. Thus students transferring from Humboldt State University to another CSU institution, and having received a grade of D in Mathematics and/or written communication, will not be considered as having met that requirement at our sister institution.
