CASAE’s research style is based on a blend of methods found in the fields of theory-based evaluation, evaluability assessment and participatory evaluation. This type of evaluation approach is designed to maximize stakeholder input as well as to increase the practical utilization of research results. The participatory approach helps ensure outcomes that meet the identified goals and needs of the client, the agency and the community.

The process includes two primary phases. During the first phase of evaluability assessment stakeholders were interviewed regarding their perceptions of the program goals, means, processes, and anticipated obstacles to achieving goals, and what they defined as indicators of program success. Perspectives of the program stakeholders are synthesized in a report that documents the program theory and plans for gathering the evaluation data. The second phase of the evaluation consists of regular reports to stakeholders in which data on program processes and outcomes are presented to an Appraisal Committee made up of staff and other program stakeholders. These reports continued to refine program theory and explore preliminary research results.
