Chapter 2: The Making of a Regulation

Economic regulation occurs at both the federal and the state level. Federal economic regulation tends to focus on issues involving interstate commerce.

There is an increasing trend toward requiring regulations to pass benefit/cost tests, but there is no requirement that regulations pass such a test.
