Establishing Property Rights

• Property rights to something, such as land, grant those who hold them the right to the flow of benefits that derive from that land.

• In the absence of environmental legislation the legal system does not protect the benefits generated by aspects of our natural environment to which property rights are not assigned.

• If someone dumps garbage on your property the legal system will impose a sanction on the polluter.
