• Executive Order 12866: broadened definition of benefits to acknowledge the difficulty of monetizing all relevant regulatory benefits.

• The Safe Drinking Water Act (SDWA) reauthorized in 1996. The SDWA now requires the EPA to utilize benefit/cost analysis for new regulations.

• The Clean Air Act (CAA) Amendments of 1990 require the EPA to conduct a benefit/cost analysis of the original CAA of 1970.
