Call to Order

 

Beth Weissbart, Legislative Vice President, called the meeting to order at 2:00 p.m. in the University Center South Lounge.

Public Comments (As per the Gloria Romero Open Meeting Act of 2000 authorized by Section 89306.)

 

Dr. Steven Butler, Vice President for Student Affairs, introduced himself to the Council and welcomed them back from summer.  Dr. Butler reminded the Council about Welcome Home to Humboldt which includes events, an AS Presents Concert and the AS Welcome Back BBQ for students. 

 

Randi Darnall Burke, Dean of Students, commented on reductions and changes within the Student Affairs division due to cuts in the University budget.  Darnall Burke explained that Jerri Jones from the MultiCultural Center has been assigned as the new Clubs and Activities Coordinator.  Darnall Burke also went on to explain that she will be coming back to the Council with Jyoti Rawal, Associate Dean for Student Life, in September to solicit feedback on revisions to the Club Handbook.  Darnall Burke will also bring forward the University’s new food policy for student groups to bring the University into compliance with the California Health and Safety Code.

A.        2009-10 A. S. Council Standing Rules and Meeting Schedule – Action Item

The Gloria Romero Open Meeting Act of 2000 Section 89305.5 requires each legislative body to annually establish the time and locations for holding regular meetings.

 

MOTION:                   PARTLOW/PARRA move to approve the 2009-10 A.S. Council Standing Rules and Meeting Schedule.                                                                       

APPROVED

 

Chapin confirmed with everyone that they would be able to commit to the meeting schedule and reminded the Council to plan their Spring semester schedules around the meeting schedule. 

 

B.        Resolution 2009-10-1:  Resolution in Response to Administrative Memorandum VPAA 09-01 (Department of Nursing and Department of Psychology) – Action Item

The University has moved the Department of Nursing and the Department of Psychology to the College of Professional Studies.  The Associated Students is making accommodations for Council Members affected by the change.

 

MOTION:                   PARRA/VOGT move to approve Resolution 2009-10-1: Resolution in Response to Administrative Memorandum VPAA 09-01 (Department of Nursing and Department of Psychology).                                                                            

APPROVED

 

MOTION:                   RUDBERG move to amend the Resolution by switching the second and third paragraph.

 

There was no second to the motion.

General Manager (Joan Tyson)

Tyson thanked everyone for coming to the orientation and encouraged Council members to contact her if they had any questions.

 

Associate Director of Student Life (Gail Wootan)

Wootan went over the furlough calendar with Council.  Offices on campus will have limited or no services on furlough days.  A list will be made available to Council about which offices will be operating on furlough days during the semester.  Wootan also mentioned that the University will have mandatory class furloughs on Friday, November 20th, 2009 and Friday, March 12th, 2010.

 

Public Relations (Elise Gerhart)

Gerhart reported that there will be three advertisements in The Lumberjack on Wednesday promoting: Committee Vacancies, Council Vacancies and the AS Welcome Back Barbeque.  Gerhart will be tabling on the quad on Friday, August 28th.

 

AS Presents (Amanda Hubacek)

No report.

 

Legislative Vice President (Beth Weissbart)

Weissbart reported that she has continued working with The Cabinet for Institutional Change (CIC) over the summer.  The CIC is broken up into working groups that take the lead on different issues that have been identified by the Keeling Report and the WASC Commission as areas where HSU needs improvement. 

 

Student Affairs Vice President (Joyce Tam)

Tam reminded the Council to sign up for Committees.

 

Administrative Affairs Vice President (Alex Gradine)

 No report.

 

President (Brandon Chapin)

Chapin included a written report with the agenda regarding his summer activities.  During the summer Chapin penned an editorial to the Times-Standard about the importance of The Cal Grant program and also wrote letters to the California Budget Conference Committee encouraging them to continue funding for the program.  Chapin reported that the Cal Grant program was saved in the budget process and that awards were increased to cover the costs associated with the CSU enrollment fee increase.  Chapin attended the Panetta Institute at CSU Monterey Bay for training in Public Policy for a week in June with the other incoming AS Presidents from around the CSU system.  Chapin thanked Council members who helped out by tabling at the Humboldt Orientation Program throughout the summer.  Chapin also announced that Steven Dixon was elected President of CSSA and has resigned his position on AS, and that Devin McDonnell will also not be continuing as a CSSA representative due to course program changes.  Chapin will be appointing CSSA representatives as soon as possible.

 

General Council Discussion

 

Chen-Welch asked Gerhart what times she’ll be tabling on Friday.  Gerhart replied that there will be tabling from 10:00 a.m. – 1:00 p.m., although she needs someone to volunteer from 12:00 p.m. – 1:00 p.m.  Romero volunteered to table from 12:00 p.m. – 1:00 p.m.  Rudberg asked Weissbart what working group on the CIC she is working in.  Weissbart responded that she is in the Collegiality and Responsiveness working group.

 

General Council Discussion

 

A.        A.S. Fall Retreat – September 11-13, 2009 – (Brandon Chapin & Joan Tyson)

 

Tyson explained that over the next two weeks she will be sending out e-mails with more information about the retreat regarding carpooling and food preparation.  The retreat will be at Blue Slide Camp which is about 45 miles east of campus.  The retreat will include more information on the budget and meeting practice and an opportunity for the Council to work on creating their goals for the year.  

 

            B.         A.S. Welcome Back Barbecue – September 2nd, 2009 – (Joyce Tam)

 

Tam passed around a sign up sheet for volunteers for the Welcome Back Barbecue.  President Richmond and Provost Snyder have agreed to come to the Barbeque to answer questions about changes on campus from the cuts to the budget.
