ASSOCIATED STUDENTS OF HUMBOLDT STATE UNIVERSITY ADMINISTRATIVE CODE
Section 1. Purpose and Administration
1.01 The purpose of this Code shall be to define and outline the administrative procedures of the Associated Students Government. (2/01)
Section 2. A.S. Executive Committee
2.01 The Executive Committee shall consist of the A.S. President as chair of the committee, the A.S. Vice Presidents, the CSSA Representative(s), the A.S. Public Relations Coordinator(s) (ex-officio non-voting), the A. S. Presents Representative, the A.S. General Manager or designee (ex-officio non-voting) and an A.S. Council representative nominated by the President and approved by a two-thirds (2/3) vote of Council. (10/02)
2.02 The Committee shall:
a. Meet as deemed necessary by the Chair; b. Serve as an advisory group assessing the needs and goals of the Association; c. Evaluate any A.S. Council member as to upholding their responsibilities when requested by a majority of the A.S. Council or the Legislative Vice President; and, d. Recommend appointments to the A.S. Council. (2/01)
Section 3. Student Affairs Advisory Committee
3.01 The Student Affairs Advisory Committee shall provide communication between the Associated Students and the University student affairs committees and program areas, and recommend policies on student affairs matters. (2/01)
3.02 The Committee shall consist of the Student Affairs Vice President as chair and five student appointments as outlined in the Associated Students Committee Structure Handbook. (2/01)
Section 4. The California State Student Association (CSSA) Representatives
4.01 The CSSA Representative(s) shall be two student(s)-at-large who are not A.S. Executive Officers nor A.S. Council representatives. (2/01)
4.02 The CSSA Representative(s) shall be assistants to the A.S. President. (2/01)
4.03 California State Student Association Representative must meet the qualifications to be a student office holder as outlined in Elections Code, Section 5, Minimum Academic Qualifications for Office Holders. (2/01)
4.04 Three weeks prior to the application due date, the position(s) will be advertised as open. The newly elected Executive Committee will screen candidates for the position for recommendation to the newly elected President. (2/01)
4.05 The new A.S. President, at the Council transition meeting, may recommend appointments of the CSSA Representative(s) positions for the new academic year. (2/01)
4.06 The new A.S. President shall designate at the time of nomination one of the two representatives as the Senior CSSA Representative. (2/01)
4.07 The Senior CSSA Representative shall have the voting authority on behalf of the A.S. for all matters coming before the CSSA Board of Directors. (2/01)
4.08 In consultation with the A.S. President, the duties of the CSSA Representatives shall be split as follows:
One CSSA Representative shall:
a. Chair the External Affairs Committee, Co-Chair the Humboldt State Associated Students Lobby Corps with the A. S. President, and Vice Chair the Voter Registration and Education Commission; b. Concentrate on external affairs.
The other CSSA Representative shall:
a. Chair the Voter Registration and Education Commission and Vice-Chair the External Affairs Committee, and Vice-Chair the Humboldt State Associated Students Lobby Corps; b. Concentrate on internal affairs. (5/08)
4.09 Both CSSA Representatives shall:
a. Attend CSSA meetings on a monthly basis; b. Attend bi-weekly ASC meetings; c. Attend Associated Students Council fall, week-end orientation/retreat; d. Provide the A.S. Council with complete and timely information and reports regarding meetings, pending state and national legislation affecting higher education and issues involving the CSU system; e. Be as active as possible, keeping current on any issues of importance; f. Coordinate arrangements for any council members that also wish to attend CSSA meetings as the budget may provide; g. Coordinate arrangements for council members (and other interested students) that wish to attend the California Higher Education Student Summit (CHESS) conference; h. Serve through the CSSA transitional meeting in June; i. Develop the CSSA budget request for the following year. (2/01)
4.10 In the event a CSSA representative is not appointed before the CSSA June Transition Meeting, and because of the need for representation during the summer, the A.S. President (or proxy) may act as the CSSA representative until an appointment is made in the fall. The A.S. President may not be the acting CSSA representative beyond the first scheduled CSSA meeting of the HSU Fall semester. (2/01)
Section 5. Voter Registration and Education Commission
5.01 The Voter Registration and Education Commission shall register student voters and present issues and candidates to the student body. (2/01)
5.02 The Voter Registration and Education Commission shall be chaired by the CSSA Representative who shall enlist the aid of members of the A.S. Council and other interested students to assist in fulfilling the purpose of the commission. (2/01)
Section 6. Associated Students Public Relations (PR) Coordinator 6.01 The purpose of these positions is to coordinate and implement an effective public relations campaign to enhance student and community awareness of the A. S. Government regarding its events and activities. Also, develop an active relationship between the student community and the Associated Students. (2/01)
6.02 The A.S. Public Relations Coordinator shall be students-at-large who are not A.S. Executive Officers nor A.S. Council representatives. (2/01)
6.03 A.S. Public Relations Coordinators must meet the qualifications to be a student office holder as outlined in Elections Code, Section 5, Minimum Academic Qualifications for Office Holders. (2/01)

6.06 In consultation with the A.S. President, the duties of the Public Relations (PR) Coordinator(s) shall be split according to the strengths and interests of each coordinator. Duties include, but are not necessarily limited to the following list.
a. Serve as Elections Commissioner; b. Coordinate communication tools (including print media; electronic media and bulletin boards) into an effective public relations campaign to improve student and community awareness of the A.S. Government and its events and activities; c. Develop and coordinate an active relationship between the student community and the Associated Students; d. Prepare ad, news releases and public service announcements regarding the activities of the A.S. Government; e. Announce V. P., Council, and Committee vacancies in Lumberjack Newspaper as per Government Code, Section 5; f. Consult with College Representatives and other members of Council regarding publicity for their projects; g. Chair the A.S. Communications Committee; h. Report on activities and actions to the A.S. Council regarding public relations efforts; i. Administer the Public Relations budget; j. Establish and maintain weekly office hours; k. Attend AS Council meetings, orientations, and retreats; l. Be a non-voting member of the A.S. Executive Committee; and, m. Serve through the AS transitional meeting in May. (10/02)
Section 7. AS Presents
7.01 The mission of AS Presents is to:
a. Maintain strong student involvement, voice, and decision- making in AS programming activities and events; b. Create a comprehensive, diverse variety of events and programs for all students including concerts, special events, films, lectures, recreation & trips, comedy, dances, etc. ; c. Be efficient with use of AS funds and resources; d. Develop AS as a programming leader on the HSU campus; e. Create partnerships with campus clubs and organizations representing all aspects of student life; f. Ensure the successful planning, promotion and evaluation of all AS programming events and activities; g. Build community spirit by planning and cosponsoring events that take place on the HSU campus. 7.02 The AS Presents Programming Representative shall be appointed by the AS President. The Programming Representative shall be confirmed by a majority of Council. (04/02)
7.03 The AS Presents Programming Representative shall:
a. Serve as the spokesperson of the AS Presents and work in conjunction with the CenterArts Program Coordinator in planning, implementation, and evaluation of programs; b. Serve as chair of the AS Presents Team. Be responsible for the general coordination of AS Presents including formulation of meetings; c. Handle the recruitment and selection of committee-members of AS Presents Team. CenterArts Advisor shall assist the Chair in meeting this responsibility; d. Hold regular meetings with the AS President; e. Hold regular meetings with the CenterArts advisor; f. Attend AS Council meetings and report to the Council regarding programming events and activities; g. Create and maintain sponsorships with other student clubs and organizations. (04/02)
7.04 The AS Presents Representative shall be empowered to:
a. Develop the annual AS Presents programming budget with assistance by the CenterArts advisor for review and approval by the AS Council; b. Work with the CenterArts Advisor and the AS President to select the AS Presents Team by the Council transition meeting so they can begin planning Fall Semester events starting on July 1. (04/02)
7.05 The AS Presents Representative shall be a student-at-large who is not a current A. S. Executive Officer nor an A. S. Council representative. (04/02)
7.06 AS Presents Representative must meet the qualifications to be a student office holder as outlined in Elections Code, Section 5, Minimum Academic Qualifications for Office Holders. (04/02)
7.07 AS Presents Programming Team
Membership: Membership on the AS Presents Team shall consist of the AS Presents Representative as chair and (5) student appointments as outlined in the Associated Students Committee Structure Handbook. The CenterArts Advisor shall serve as a non-voting member. (04/02)
7.08 Function: The AS Presents Team shall:
a. Meet regularly to conduct all programming business; b. Seek input and suggestions for programming ideas from the HSU campus community; c. Generate a wide mix of AS programs meeting the diverse needs of the HSU student body; d. Evaluate recommendations for programming events. (04/02)
7.09 AS Presents Program Advisor
Function: The AS Presents Program Advisor shall:
a. Be a member of the CenterArts professional staff; b. Advise the AS Presents Representative and Team on all aspects of program planning; c. Coordinate promotion, ticket sales and production of events; d. Ensure fiscal evaluation and accountability of all AS Events; e. Maintain records for future reference.
Authority: The AS Presents Program Advisor shall:
a. Develop all contracts for performances, events or entertainers; b. All contracts for financial commitments under $2,000 shall require the signature of the appropriate CenterArts professional staff. Contracts for commitments made for $2,000 or over shall also require approval of the Associated Students General Manager in consultation with the AS President; c. Oversee and monitor the AS Presents budget. (04/02)
7.10 Programming Procedures and Protocol
Programming Process: The following process and protocol shall be following for programming events and activities:
a. The AS Presents Team and the Advisor will generate ideas for events and activities by seeking input from the AS Council and Executives, clubs and organizations, and the campus community at-large.
Programming Timeline: The following timetable shall be followed by the AS Presents Team.
a. Beginning July 1, or soon as thereafter as possible, in conjunction with the Advisor, will plan the Fall Semester events and create a calendar; b. During Fall semester, AS Presents shall plan and create the Spring semester; c. Major programming events may be coordinated several semesters in advance by the AS Presents Team and Advisor if the need exists; d. In the event that no standing AS Presents Team or Representative exist, the Program Advisor shall have the authority to plan and coordinate performances or other events in conjunction with the AS President. Section 8 Conflict of Interest Policy Reference
8.01 The Associated Students Conflict of Interest Policy (Policy #101) provides guidelines to make Council members and Executives aware of their responsibilities regarding conflict of interest. (2/01)
Section 9 Risk Management and Safety Policy Reference
9.01 The purpose of the Associated Students Risk Management and Safety Policy (Policy #102) is to implement and maintain standard operating risk management and safety procedures designed to provide: centralized risk management, quality insurance acquisition, (loss prevention/control and general security), and an active safety program. Section 10 Policy Against Sexual Harassment and Sexual Assault Reference
10.01 The Associated Students Policy Against Sexual Harassment and Sexual Assault (Policy #103) is to communicate AS commitment to maintain an environment free from sexual harassment and sexual assault to reinforce that such activity will not be tolerated. (4/01)
Section 11 Non-Discrimination Policy Reference
11.01 CSU System policy requires auxiliary organization to adopt non-discrimination policies. The policy is detailed in Policy #104.
Section 12. Humboldt State Associated Students Lobby Corps
12.01 The Humboldt State University Associated Students Lobby Corps shall be responsible for working closely with HSU Associated Students and to lobby on behalf of the students at Humboldt State University and the Association in regards to specific issues that are affecting our University and North Coast. 12.02 The Humboldt State University Associated Student Lobby Corps shall be Co-Chaired by the A. S. President and the CSSA Representative who shall enlist the service of four (4) students at large to aid in the fulfillment of the purpose of the Lobby Corps. (05/08)
12.03 The four (4) students at large shall be appointed by the AS President in consultation with the CSSA Representatives. The students at large shall be confirmed by a majority of council. (05/08)
12.04 The AS President and the CSSA Representative shall:
a. Be responsible for the general coordination of the Humboldt State University Associated Students Lobby Corps including formulation of meetings; b. Conduct interviews for the candidates for the student at large positions in which some level of lobbying or communication skill has been demonstrated; c. Schedule and organize a mandatory “lobby training” early in the Fall semester for The Humboldt State University Associated Students Lobby Corps members and open to the Associated Students Council; d. Schedule and organize mandatory “effective communications training” early in the Fall semester for The Humboldt State University Associated Students Lobby Corps members and open to the Associated Students Council; and, e. Attend AS Council meetings and report to the Council regarding the progress of the HSU Lobby Corps. (05/08)
12.05 The duties of the Co-Chairs shall be split as follows:
The AS President shall be responsible for staying abreast on campus specific issues and informing the committee on these issues.
The CSSA Representative shall be responsible for staying abreast on California State University wide issues and informing the committee on these issues. (05/08)
12.06 In consultation with the AS President and the CSSA Representatives, the duties of the four (4) students at large shall be split as follows:
Two (2) Students at Large members shall: a. Specialize and focus on the California Senate through research and staying abreast on current issues; b. Organize and attend monthly communications with the local office for our district Senator; c. Organize and attend three (3) Sacramento lobby visits, two (2) in the Fall and one (1) in the Spring, in cooperation with The Humboldt State University Associated Students Lobby Corps membership.
d. One (1) student shall: i. Focus on higher education issues affecting Humboldt State; ii. Research, watch, and organize lobby appointments with the Senate Committee for Higher Education and all other Senate members who have an influence on higher education issues.
e. One (1) student shall: i. Focus on an issue as deemed necessary and pertinent to the students at Humboldt State University and the North Coast by The Humboldt State University Associated Students Lobby Corps membership in consultation with the Associated Students Council; ii. Identify Senate committees pertinent to the aforementioned issue; iii. Research, watch, and organize lobby appointments with the identified Senate Committees and all other Senate members who have an influence on the issue.
Two (2) Students at Large members shall: f. Specialize and focus on the California Assembly through research and staying abreast on current issues. g. Organize and attend monthly communications with the local office for our district Assembly member; h. Organize and attend three (3) Sacramento lobby visits, two (2) in the Fall and one (1) in the Spring, in cooperation with The Humboldt State University Associated Students Lobby Corps membership.
i. One (1) student shall: i. Focus on higher education issues affecting Humboldt State; ii. Research, watch, and organize lobby appointments with the Assembly Committee for Higher Education and all other Assembly members who have an influence on higher education issues.
j. One (1) student shall: i. Focus on an issue as deemed necessary and pertinent to the students at Humboldt State University and the North Coast by The Humboldt State University Associated Students Lobby Corps membership in consultation with the Associated Students Council; ii. Identify Assembly committees pertinent to the aforementioned issue; iii. Research, watch, and organize lobby appointments with the identified Assembly Committees and all other Assembly members who have an influence on the aforementioned issue. (05/08)
Section 13 Student Interrelations Committee for Quality Academics
13.01 The Student Interrelations Committee for Quality Academics shall consist of:
a. Provost’s Council Student Representative, Chair, appointed by the A. S. President; b. One student serving from the Academic Affairs Budget Committee appointed by the A. S. President; c. One student from the Instructionally Related Activities Committee (IRA) appointed by the AS. Administrative Vice President; d. One student from the Student Fee Advisory Committee (SFAC) appointed by the A. S. President; e. One student from the Joint Assessment Committee appointed by the A. S. President; f. One Student from the Educational Policies Committee appointed by the A. S. Legislative Vice President; g. One student from the Enrollment Management Advisory Committee appointed by the A. S. Student Affairs Vice President; and, h. One student from the University Curriculum Committee appointed by the A. S. Student Affairs Vice President. (05/08)
13.02 The Committee shall:
a. Meet at least two times a semester and shall not meet the first month of the year so as to allow appointments to other committee positions, that are necessary for the Student Interrelations Committee to have membership, be given time to already have taken place; b. Discuss and document the interrelations of actions taken in their separate committees; c. Discuss relationships with administration and how to improve their relationships with effective action and communication in those separate committees; d. Serve as an advisory group to the Provost Council Student Representative; e. Put on a Fall Student Interrelations Committee for Quality Academics event that invites all committee representatives to attend an informative gathering that makes connections between other representatives, makes connections between people working on similar issues, and encourages committee student representatives to focus on a goal, this event should not be any earlier than two months after the school years begins; and, f. Put on a Spring Student Interrelations for Quality Academics Event that invites all committee representatives to record relationships, helpful contacts, common problems faced, and goals left over in some media form that will carry over to the next year.
