Resolution in Opposition of the Governor’s Proposed 10 % CSU Student Fee Increase for 2007-2008

Adopted February 19th, 2007

 

WHEREAS,         the Associated Students of Humboldt State University is the official recognized voice of over 7,000 students in the California State   University (CSU) system and assists in the protection of rights and         interests of the student body as well as the student body; and

 

WHEREAS,         the California Master Plan guarantees access to affordable, quality   higher education; and

 

WHEREAS,         according to the California Post Secondary Education Commission special report in Keeping College Affordable, “support for higher             education has slipped from 17% of the state general fund budget in        1976 to 11% in 2006, resulting in students paying greater share of          higher education costs, causing an increase in student related debt”;                     and

 

WHEREAS,         federal and state financial aid do not meet the need of the increasing             college student population; and

 

WHEREAS,         student services have been the first to be cut causing limited access to          the CSU system for first generation students as well as state residents;     and

 

WHEREAS,         Academic Preparation and Outreach Programs, such as Educational            Opportunity Program (EOP), have assisted 1 in 5 first generation        college students with a successful plan for graduation; and

 

WHEREAS,         this fee increase will be the sixth since 2001 and student fees have    been raised 76% for undergraduate and 100% for graduate students            since that time; and be it

 

WHEREAS,         this fee increase would cost students and families $202.5 million of   which $97.8 million is in the CSU and $104.7 million is in the UC

 

RESOLVED,        the Associated Students of Humboldt State University calls on the   California Board of Trustees to take a formal opposing stance on the            Governor’s proposed student fee increase and advocate with students   of the CSU; and be it further

 

RESOLVED,        the Associated Students of Humboldt State University strongly urge             the Legislature and the Governor to make higher education a priority    and fund the $65 million dollars needed to safeguard the accessibility     and affordability of the CSU; and be it further

 

RESOLVED,        the Associated Students of Humboldt State University requests the Governor and the Legislature to rollback student fees; and be it finally

 

RESOLVED,        that copies be distributed to but not limited to; President Rollin         Richmond, The Lumberjack Newspaper, the Times Standard,          University Announcements, California Faculty Association,        Assemblywomen Patty Berg, Senator Patricia Wiggins, HSU       Academic Senate, CSU Academic Senate, CSU Chancellor Charles B.                               Reed, CSU Associated Students, CSU Budget Advisory Committee,          and Governor Arnold Schwarzenegger.
