BARGAINING STATUS REPORT
CSU/CSUEU Negotiations
Negotiators for the CSU and the CSUEU met for three days during the week of September 11 and have agreed to meet again September 20 and 21, 2006. The parties have been bargaining for a new contract to replace the contract that was originally scheduled to expire on June 30, 2006. The terms of the contract have been extended since June of 2006, and continue to be in effect at the current time. Some of the issues discussed include:
Compensation
The CSU administration has put an unprecedented salary proposal on the table in bargaining and we remain hopeful that the CSUEU bargaining team will accept the terms of this economic proposal at our bargaining this week. Our proposal provides for a 3-year contract. Under the CSU proposal, if we get the funding contemplated in the Compact with the Governor and an additional 1% augmentation for compensation there will be a 14.64% increase in salaries over a 24-month period, which will be distributed as follows:
FY 2006/07
*A 3% compensation pool is proposed for a General Salary Increase, a 1% Service Salary Increase for eligible employees, and for shift differential pay for employees who do not qualify for the current shift differential.
*A .64% pool is proposed for market equity increases for selected classifications that have been identified as being below the salaries in comparable employers.
FY 2007/08
*A 3% compensation pool is proposed for a General Salary Increase, a 1% Service Salary Increase for eligible employees, and an increase in the Rural Health Stipend from $500 to $1000 for eligible employees.
*A 1.25% market equity pool is proposed for market equity increases for selected classifications that have been identified as being below the salaries in comparable employers.
*An additional 1% market equity pool is proposed if the parties successfully work together to obtain an additional 1% compensation augmentation in our budget from the state.
FY 2008/09
*A 3% compensation pool is proposed for a General Salary Increase, and a 1% Service Salary Increase for eligible employees.
*A 1.75% market equity pool is proposed for market equity increases for selected classifications that have been identified as being below the salaries in comparable employers.
*An additional 1% market equity pool is proposed if the parties successfully work together to obtain an additional 1% compensation augmentation in our budget from the state.
Under the CSU proposal, equity increases will range from an additional 3% to 18% over the 3-year contract period for those classifications identified as lagging the market. This is in addition to the proposed General Salary Increase and Service Salary Increase.
Parking fees
The CSU is proposing that parking fees be increased during the contract so as to catch up with student and administration fee levels. The Union is opposed to this proposal.
Health & Retirement Benefits
Unlike bargaining with state civil service employees in California, the CSU has not proposed any changes in either health or retirement benefits provided under CalPERS. The cost of CSU contributions for heath and dental benefits for CSUEU unit employees is currently approximately $100 million per year, and the cost of CSU contributions for retirement benefits for these employees is an additional approximate $90 million per year.
