University Budget Committee Seeks Input

Dear Campus Community,

The following information is being forwarded to you at the request of the
University Budget Committee.

The University Budget Committee (UBC) has concluded its very difficult
task of prioritizing the decision package requests for additional funding
in the fiscal year 2005-2006. The Committee's highest priorities for
funding included: enrollment/recruitment/retention, diversity, university
advancement, health and safety, strategic planning initiatives, and
mandatory requirements.

Unfortunately, there were many more requests for funding than there were
funds available. The Committee has spent many hours of thoughtful
consideration determining the preliminary priority order of initiatives to
move forward as a recommendation to the Executive Committee and the
President. But before the Committee finalizes the priority order, we
would like to solicit feedback from the campus.

is a list of funding initiatives, prioritized by the UBC. In this
document, you will find a short title for the funding initiative, the
Committee's funding categories, and the average rank score for each
initiative. You will also see a column titled "Number of Votes to
Partially Fund". At this time, the Committee has not identified a dollar
amount, but only wishes to identify that while a member may not choose to
fund the entire request, they would likely recommend partial funding for
the initiative. A full description of the funding initiative is available

As you can see from the list, we had over $8.4 million in funding
requests. Most of the new funding coming to the campus, per the
Governor's proposed budget, is exhausted by funding the mandatory
initiatives such as compensation increases, utility rate increases, risk
management cost increases, etc. Therefore, the Committee has focused on a
list of approximately $3 million for its recommendations. To fund even
this level, the campus will necessarily be faced with an internal
reallocation of resources.

The prioritized list that follows represents the culmination of many hours
of the Committee's thoughtful consideration of the financial status of the
University and the other emerging campus needs. Please read through the
list of initiatives and respond to the Committee's priority rankings by
emailing Carol Terry ct7002@humboldt.edu. The Committee needs your input
by 5:00pm, Thursday, May 5.
