Administrative Reorganization

Campus Community,

In an effort to provide the needed leadership and to strengthen the administrative functions of the University, I have made the following changes in the organizational structure of the University effective January 16, 2006.

The University Budget Office will now report to the Vice President for Administrative Affairs rather than to the President's Office. The President and Provost will retain a "dotted line" relationship with this office to ensure a flow of information and communication. This reporting change will establish common budgeting and reporting philosophies between the budget office and fiscal affairs. These offices will work with the campus community to assure that data are accessible to all departments.

With this change in reporting structure, Carol Terry's title, Director of University Budget, will be changed to Associate Vice President for Business Services to better reflect the duties of the position. The proposed duties will include responsibility for the current budget office and the fiscal affairs department, including accounting, purchasing, contracts, student financial services and payroll. Also reporting to the position will be human resources, risk management and environmental health & occupational safety. As a part of this restructuring, we have moved the reporting responsibility of the payroll office from fiscal affairs to human resources.

A copy of an organizational chart that incorporates the restructuring changes for these areas of the University can be found at:http://www.humboldt.edu/~adminaff/images/org%20chart%20011006.pdf.

I appreciate your patience as we work to effect these changes, and I value your comments and criticisms as we proceed.

Rollin C. Richmond
