Subject: Budget Issues 2008/2009

Dear Students and Colleagues:
I have been working with the Vice Presidents, the University Budget
Committee (UBC) and other campus groups to prepare a budget plan for the
2008/09 fiscal year. There remain many uncertainties about what funds will
be allocated to the CSU when the Governor and the Legislature approve a
budget later this year. I have listened to your comments and have carefully
prepared a budget that integrates what we know so far. Please review the
budget reduction document at http://www.humboldt.edu/~budget/ which outlines
HSU's tentative budget plan for the 2008/09 year. This budget is based on
the Governor's January proposal and the preliminary campus allocations
prepared by the Chancellor's Office. This plan is identical to that
reviewed by the UBC and the Academic Senate, with the exception of an
additional $200,000 allocated to Administrative Affairs for maintenance of
the west gymnasium.
The University Budget Committee and the Academic Senate both have reviewed
the ad hoc budget review task force report and have provided me with their
thoughtful feedback. After carefully considering this input, I recently met
with the UBC. The UBC and I have reached general agreement on how to
structure and utilize the UBC in the next academic year. A summary of our
joint decisions based on the ad hoc task force proposals may be found at

One of the recommendations found in the WASC review team report suggests a
careful review of our budgetary processes that we will continue next year.
It is possible and likely that some of the decisions reached above will need
to be reconsidered in light of the WASC recommendations. The WASC report may

It is important to me that I share this information with you before the
semester is over, as I will not see many of you again until the fall. I
have made these decisions based on the most recent budget information
available to me, but the budget situation could change as the legislature
continues to debate the funding of higher education. I hope you find this
information useful. These issues are important for the continued success of
our university. Please review the materials referenced here, and ask
questions if something is not clear. You have several avenues of
communication at your disposal, including the UBC members, the University
Budget Director, the Vice Presidents, or me.
