President’s Report

President Richmond reported on some of the topics discussed at the January 22-23 CSU Board of Trustees meeting:

  • The Chancellor’s Office, union leadership, and the student association are working together in an effort to influence the state legislature and governor regarding the budget. The City of Arcata has also expressed an interest in assisting in this endeavor.
  • The CSU has hired a consultant, Richard Barnes, to assist with personnel and bargaining issues.
  • There are important propositions on the ballot for consideration.
  • Congressman Thompson continues his efforts to obtain funding for the Veteran’s program. HSU is developing a plan to provide veterans support services as a result of the non-funding of the Veteran’s Upward Bound program. Kim Hall, HSU’s Veterans Certification Officer, will be invited to attend a University Executive Committee meeting later in the semester to provide an update.
  • KPMG reported on the systemwide audit, with no problems being identified.
  • The Honorary Degree nominations continue to be reviewed by the Board of Trustees.
  • Remediation policies and hosting community college instruction at CSU campuses were discussed. Provost Snyder and the deans will examine this possibility.
  • Amendment to the Student Conduct Code and clarification of ‘civility’ language.
  • 2008-09 budget update, including key messages:
    • the proposed budget will not allow the CSU to serve all qualified students, and reduces access to college
    • long-term prospects of increasing college going rates of underserved communities will be negatively impacted just as we are making real progress
    • less access to the CSU will impact industries and the state’s economy given our role in preparing the state’s workforce

President Richmond reminded the University Executive Committee of Terra Rentz’s request for updated committee information, referring to her January 14 memorandum.

He discussed an article in insidehighered.com (http://www.insidehighered.com/news/2008/01/22/capetown) regarding the availability of educational material on the web.

President Richmond attended the January 24 liaison meeting with the City of Arcata, where some of the topics discussed included: L.K. Wood Boulevard easement, restoration of the building at 14th and G Streets (former site of the New Fortune Restaurant), and marijuana grow houses.

Other Reports

Mark Larson, Chair, Academic Senate, reported:

  • the Senate meets on January 29, with the ad hoc Budget Review Task Force discussing their recommendations at 4:30.

Jim Howard, Dean, College of Natural Resources & Sciences reported:

  • positive feedback is being received about the new environmental science program, which is more streamlined and focused
  • Scott Quackenbush, Associate Dean for Marine Science Programs, has announced his acceptance of a position in Alabama, with plans to leave HSU in June.

Anna Kircher, Chief Information Officer, reported:

  • Information will be forthcoming regarding the availability of network-based file sharing.

Review of the Research Completed on New E-mail System Options and Presentation of Recommendations

This item was not discussed and will be included on the February 1 agenda of the President’s Council.

Converting the Annual Telecommunications Credit to a Permanent Budget Allotment to Each Work Unit

This item will be placed on a later University Executive Committee agenda when all vice presidents are in attendance.
