President’s Report
The University Executive Committee approved the scheduling of Homecoming/Parents Weekend on September 30, 2006.
Provost Vrem agreed to participate in the Arcata City Manager selection process, with interviews scheduled on March 11.
President Richmond reported on some of the topics discussed at the February 21-22 CSU Executive Council meeting:
- Chancellor Reed requests there be a minimum of two employees on each campus trained to perform GAAP accounting. Carol Terry will notify President Richmond when this has been accomplished. The CSU has noted that there will be no state audits performed during the June-October time period.
- President Richmond has been asked to chair a meeting to discuss the challenge of higher education in Indian communities in Sacramento on March 21. Sue Burcell, Marlon Sherman, and Jacquelyn Bolman will accompany him.
- The governor is hosting a meeting of all California military base commanders in Sacramento on March 8 which may be an opportunity to recruit students.
- Athletic directors will be invited to attend the next CSU Executive Council meeting in Long Beach on April 26.
- Enrollment targets were discussed and the discontinuance of the 2% variance. A March 22 meeting is scheduled by the Chancellor’s Office to discuss the change in graduate student full-time enrollment requirements.
- The educational doctorate degree was discussed, including a draft of a model for how this may be organized. A quality degree will be critical, as well as partnering with the K-12 schools and community colleges in its development. Saeed Mortazavi suggested it may be beneficial to offer a joint Ed.D.-MBA degree. The timeline for HSU’s Ed.D. Degree program, if it is decided to offer this program, is 2009. Provost Vrem will organize a planning group. Funding resources will need to be explored.
- Public information requests were discussed. The CSU has adopted a duplication fee of $0.20 per page. Jane Rogers will discuss with Vice President Nordstrom the development of a campus plan for processing requests, which will be placed on a future University Executive Committee agenda.
- Input on a health care classification review is requested, with comments due to Vice Chancellor McClain by March 2.
- A Powerpoint presentation on advancement will be shared with Vice President Nordstrom.
Other topics discussed included:
- CSU auxiliary organizations
- Annual review of teacher preparation programs
- A CSU-wide directory system for e-mail access
Ombudsperson – Request for Assistance
Margaret Kelso expressed the need for an additional ombudsperson, based on:
- increased requests for assistance which are resulting in delays
- additional coverage during summer break, holiday break, other absences
- conflict of interest situations
- available time for proactive work; training others in communication techniques
Comments included:
- a minority representative would be beneficial
- careful screening of applicants, and training needed
- It was agreed that an additional ombudsperson is needed and funding options will be explored. It was suggested that this request also be presented to the University Budget Committee for future funding.
Diversity Funding Committee – Report
Marylyn Paik-Nicely reviewed the Diversity Program Funding Committee’s annual report and overview for 2004-05 and 2005-06 which included a recommendation that $10,000 be allocated for the annual Campus Dialogue on Race and $7,000 for the annual Diversity Conference, separate from the Diversity Program Funding Committee’s budget.
Enrollment Management Update/Proposal – CSU Changes Enrollment Rules
Spring census information was reviewed, as well as Fall enrollment information as of February 23.
The recent CSU admission policy changes were discussed. Following discussion it was agreed to admit upper division applicants who have not completed GE English or math. In addition, it was agreed to increase the number of special exception admissions, either at first-time freshmen or lower division transfer levels. Additional exceptions to admit WUE applicants who do not meet the higher eligibility index requirements for non-residents was approved.
