President’s Report

President Richmond reported:

  • that he toured the Boating Instruction and Safety Center currently under construction (anticipated completion date in August, 2006). The Memorandum of Understanding with HSU will be shared with the University Executive Committee.
  • that the Staff Council has proposed a Staff Service Pin, which was shown to the University Executive Committee members who suggested that it be used for faculty service, as well as staff service. Some members of the University Executive Committee also suggested that there be two sizes if possible; the proposed size for women and a smaller size for men. Carol Terry offered to manage the pins through Human Resources.
  • that the CSUPERB Executive Director search, which he chaired, is nearing completion.
  • that he attended a worthwhile conference, “Global Horizons: America’s Challenge in Science and Innovation” on April 11 held at the University of Southern California.
  • that Professor Eugene Novotney has been selected as a CSU Wang Family Excellence Award recipient.

Other Reports

Carol Terry reported:

  • that HSU has received clearance on the FISMA audit and is almost caught up with the fiscal data input and reconciliation processes.

Carl Coffey reported:

  • that CalPERS is concerned about retired annuitants being hired on a regular basis (instead of an emergency basis), as well as individuals receiving salary spikes just prior to retirement.
  • that the CSU is examining the need to increase staffing levels in accounting departments.

Donna Schafer (for Rick Vrem) reported:

  • that many administrative search processes are taking place and nearing completion.

Helen Jones reported:

  • that her office is receiving an increased number of sexual harassment complaints, following the recent rape incident.
  • that the Ethnic Studies faculty search failed and other alternatives (i.e. visiting professorship) are being explored.

Ann Burroughs reported:

  • that the Help Desk is attempting to contact e-mail users who are still connecting insecurely to e-mail services (an April 13 cut-off date will be delayed to provide an opportunity to contact additional users).
  • that a recent article in the Chronicle of Higher Education debated the need for on-site campus computing labs, a topic that the University may want to explore further.

Steve Butler reported:

  • that the Outstanding Student Award ceremony is scheduled for May 1, 2:00-4:00.
  • that the sexual assault investigation continues. The Take-Back-The-Night Rally is scheduled for Friday evening, April 14.
  • that two assistant football coaches are leaving HSU.
  • that the HSU women’s softball team is rated #1 in the country.

Parking Proposal

John Capaccio presented a proposal which would eliminate “on days that classes are in session (including final examination days)” from the HSU Code of Rules and Regulations, Article 4, which would eliminate confusion as to when enforcement is occurring. The need to simplify the process for obtaining a permit (i.e. purchasing via the telephone and the web) for special events was discussed and will be explored further.

The proposed Article 4 was approved and a clear campus communication plan will be developed with the assistance of Public Affairs. It will not become effective until the communication plan, signage and additional permit machines are in place. It was noted that a 24/7 enforcement plan (possibly effective 2008/09), will to be presented to the University Executive Committee for consideration.

Print/Web Marketing

Vernon Felton (Public Affairs), April Guntle (Graphics), Larry Peters (Graphics), and Andrea Schwandt-Arbogast (Web Manager) shared their “first year experience” material, outlining the process for its development and adaptation from print to web presentation. President Richmond invited them to present their material at the May 5 President’s Cabinet meeting

Family Friendly Policies

The 2004 Family Friendly Task Force findings were reviewed for possible campus implementation. Carol Terry, Helen Jones, Carl Coffey and Rollin Richmond offered to meet and explore some of the issues further (employment for partners; changing stations for babies, private nursing stations; elder care issues; child care issues; web site links for community/campus resources; family friendly workshops). Their recommendations will be placed on a future University Executive Committee agenda.
