Introduction of Lee Lindsey, Budget Director

New Budget Director, Lee Lindsey, was introduced noting his professional experience in both campus and chancellor’s office settings (in the Oregon system).

President’s Report

President Richmond shared information relating to some of the topics discussed at the April 22 CSU Executive Council meeting. (Provost Snyder represented HSU at the April 23 meeting).

  • Technology Update - a virtual library is being developed including access to reference librarians (virtually) 24 hours a day. Other items discussed included the pooling of acquisition budgets systemwide and more use of videoconferencing for meetings in lieu of traveling.
  • Creation of an Urban Serving Universities Coalition – www.usucoalition.org
    President Richmond noted it may be beneficial to create a coalition of rural serving universities.
  • Budget – the chancellor is arguing for new resources; it is anticipated that the final budget will be delayed this year.
  • Student fees – moratorium is no longer in effect.
  • Support for CSSA (California State Student Association) – systemwide fee
  • Off-campus bank accounts and compliance with CSU Executive Order 919 http://www.calstate.edu/EO/EO-919.html
  • President Qayoumi (CSU East Bay) – best practices presentation (this will be discussed further at an upcoming University Executive Committee meeting).
  • Capital Outlay – it is unlikely that there will be a general obligation bond this year which will impact some of HSU’s projects.
  • Voluntary System of Accountability (VSA) update

President Richmond reported on his attendance at a CSU COAST (Council on Ocean Affairs, Science and Technology) meeting on April 22 while in Long Beach which was attended by the Chancellor and most campus presidents who expressed support for this initiative.

President Richmond attended an April 23 NCAA Division II Presidents’ Council meeting in Indianapolis. This trip was funded by NCAA.

President Richmond organized a lunch meeting on April 25 with HSU representatives as well as others from the National Oceanic and Atmospheric Administration, UC Davis, The Nature Conservancy, and the Packard Foundation to discuss the EBM (ecosystem-based management) project.

President Richmond traveled to Sacramento on April 28 to participate in CSU Alumni Legislative Day. He noted that California Forward (http://californiaforward.com/home) continues to gain momentum in its initiative to improve the California government.

HSU Green and Gold Calendar

Carol Terry and Tammy Curtis discussed the 2008 December holiday closure which is impacted by the observance of Veteran’s Day in November. Following discussion, it was agreed that the campus will be closed on December 25, 26, 29, 30, 31, January 1 and 2. Employees may work on December 31 and January 2 (location and assignment may differ from their usual duties).

Other Reports

Ray Wang reported:

  • Madam Liu Yuelian, Provost and Vice President from Xi’an International Studies University, is visiting campus May 4-7.

Provost Snyder reported:

  • that details for the 1+2+1 dual degree programs, as well as online degree programs, need to be solidified with the proper approvals being received.

Vice President Gunsalus reported:

  • that he appreciated those who participated in the KHSU pledge drive as well as the Distinguished Alumni event.
  • that faculty are encouraged to attend commencement.
  • that he attended the CSU Alumni Legislative event in Sacramento and encourages the sharing of three messages when discussing the proposed CSU budget reductions: 1) budget cuts will deny access to approximately 10,000 qualified students, including many students from underrepresented communities; 2) the budget cuts will severely impact the future economic wellbeing of the state; and 3) social and human services will be impacted.

Vice President Coffey reported:

  • that the Annex property is back on the market and the university is considering submitting an offer to purchase.

Senate Chair Larson reported:

  • that the final Academic Senate meeting is scheduled on May 6.
  • that the University Budget Committee plans to discuss the Budget Review Task Force recommendations with President Richmond at their May 9 meeting.

Vice President Butler reported:

  • the softball tournament is occurring at HSU on May 1-3, with the West Region Championship tournament taking place on campus starting on May 7.
  • Associated Students elections are taking place, with a run-off election possible next week.
  • Mike Reilly will be invited to provide an enrollment and graduation rates update to the University Executive Committee

Carol Terry reported:

  • that Delta Airlines begins service here on June 5 and she encourages their use for university-related travel. There will be one credit card used for travel purchase; individuals should check with their vice president’s office for more information.

Teaching Evaluation – Proposal for Senate Consideration

Bob Snyder and Mark Larson shared an update, noting that the scanners are in place and discussions are taking place to determine what kinds of reports are needed and for what purpose. Data will be reviewed this summer and a pilot program initiated in Fall 2008.

Educating Each Other About Diversity

President Richmond, who met with the Brothers United and members of the Black Student Union, invited Jyoti Rawal and Llyn Smith to discuss racial issues on campus.

The President’s Office purchased and distributed copies of “Making a Real Difference with Diversity” which had been recommended by Jyoti and Llyn as a guide for HSU. More copies will be purchased. It was suggested that Daryl Smith, co-author of this guide, be invited to present at HSU’s next Professional Development Day. Provost Snyder reported that the faculty recruitment process is being revised, with a recruitment guide being developed for next year.

Members received a copy of the School of Business External Review Report which will be discussed further at a later date.
