President’s Report
President Richmond introduced Mary Fischer, new Director of Human Resources, and Michael Reilly, new Associate Vice President for Enrollment Management.
President Richmond reported:
- that he plans to distribute 2006/2007 budget reduction information to the units very soon.
- that he has recently prepared a white paper in support of stem cell technology in California and what the CSU may do to develop the workforce; a presentation will be made to the California Institute for Regenerative Medicine in August.
- that MPP/Confidential evaluations need to be finalized soon. August 10 is the deadline for submitting salary recommendations to him; he will submit salary increase information to Human Resources by August 15. He will locate and distribute comparison data which addresses the gap in MPP salary levels.
- that an August 1 meeting was held between the California Center for Rural Policy (HSU), the Central Valley Health Policy Institute (CSU Fresno), and the California Endowment. The California Endowment is interested in expanding HSU’s and Fresno’s efforts to other rural areas of California.
- that President Emeritus, Bob Maxson, is visiting HSU during early September to assist with budget discussions. His proposed itinerary was reviewed which will include meetings with the president, budget director, vice presidents, and the Senate executive committee.
Enrollment Update
Vice President Butler and Associate Vice President Reilly shared enrollment information, projecting approximately 900 new freshmen, about a 9% increase over last fall. A less than 2% increase in transfer students is expected, with an anticipated decrease in continuing and graduate students. There appears to be an increase in African American and Latino students.
Western Undergraduate Exchange (WUE) Waivers
The enrollment information for WUE students was reviewed.
It is unknown if FTE from WUE students, as well as National Student Exchange students, will count for enrollment target purposes.
It was agreed to delegate the Associate Vice President for Enrollment Management the authority to grant exceptions to continuing students who petition to convert to the WUE program – only in extraordinary cases.
Reorganization of Diversity and Compliance Services Office
President Richmond reported that upon the recommendation of DPAC (Diversity Plan Action Council), the diversity and compliance responsibilities will be divided. Compliance issues will now be managed by Human Resources and a faculty member will be designated to address campus diversity issues.
August 17 Convocation
The draft program was reviewed in preparation of the August 17 Convocation.

David Rowe provided a review of the Hyperion reporting system.
