The proposed Waterfront Trail would begin at the Eureka Slough near Montgomery Ward. This area serves as Eureka's northern entry point, and with proper landscaping, would give visitors a more friendly first impression than is currently provided. Also on site is the Eureka Slough Boat Ramp.

The Eureka's Local Coastal Plan identifies this route (from Eureka Slough to the Samoa Bridge) for a "continuous shoreline pedestrian walkway" through Policy 3.4.H.

At the northern end the Waterfront Trail would provide the first public access to such a "walkway" and connect to the (potential) Eureka Gulch Trail System.

Beginning at the 101 bridges, the trail's first major attraction would be the Blue Ox Millworks at the foot of X Street.
