A. Goal: Review and Update the Existing Studies and Plans

1. County teams to compile an inventory of existing projects and rejected ARRA and CASF Infrastructure project applications.
i. Responsible party: TA EDA, CCRP, AH, BAMC
ii. Expected Outcomes: Better regional understanding of unsuccessful projects that had some community support
iii. Milestones/Timeline: publish inventory on website

2. County teams to compile Region’s current broadband infrastructure projects.
Map and ground-truth existing studies and plans.
i. Responsible party: TA EDA, CCRP, AH, BAMC
ii. Expected Outcomes: Better understanding of current conditions
iii. Milestones/Timeline: publish on website by the end of year 1

3. Identify critical gaps--assure that all unserved communities have a last mile plan
i. Responsible party: TA EDA, CCRP, AH, BAMC
ii. Expected Outcomes: will help prioritize infrastructure builds. Assure
communities have a plan to gather support around.
iii. Milestones/Timeline: Presentation of each county’s plan at the County
Board of Supervisors meeting

B. Goal: Create Funding Plans for Middle Mile and Last Mile Deployment and Public Safety Deployment

4. Consult with: California Telehealth Network, CENIC, Telecommunication
providers, Library Networks, Public Safety, Tribal IT staff, Business and regions Broadband consultants.
i. Responsible party: TA EDA, CCRP, AH, BAMC
ii. Expected Outcomes: gather support and assistance for regional
deployment
iii. Milestones/Timeline: Contacts shared during the quarterly learning
community meetings

5. County teams develop long-term vision for infrastructure deployment based on existing and future needs. Include and engage critical anchor institutions and interconnection points.

6. County Teams to develop an implementation plan and evaluate for top priorities. Plans should include readiness to implement, capacity to implement, potential funding, institutional partners, and an identified customer base.

C. Goal: Promote the CASF Fund

7. Conduct open information briefings for stakeholders and providers.

8. Provide letters of support and outreach assistance to proposed broadband project that furthers the reach and access within the region.
i. Responsible party: All

9. County teams to facilitate interaction between public agencies, private-sector industry, community anchor institutions and CASF applicants to identify and encourage innovative infrastructure deployment projects.

D. Goal: Develop, Enhance and Implement Adoption and Training Plans and Programs

10. Develop a process to maintain a centralized infrastructure deployment registry.
i. Responsible party: RCRA
ii. Expected Outcomes: community and service providers kept informed of
progress.
iii. Milestones/Timeline: information kept on website and shared in newsletter

11. County teams to develop and enhance existing Adoption and Digital Literacy plans.

E. Goal: Promote Policy Change to Ease Broadband Deployment and Adoption

13. Elicit support from local governments to establish and implement policies to promote broadband deployment and adoption.
i. Responsible party: CCRP
ii. Expected Outcomes: passage of policies that aid deployment
iii. Milestones/Timeline: adoption of policies in each county in year 2

14. Work with State and Federal regulators to understand environmental issues and requirement for priority deployment projects.
i. Responsible party: CCRP

iii. Milestones/Timeline: white paper posted on website in year 2

F. Provide support to remove barriers impeding advancement of wireless broadband deployment.

15. Engage wireless broadband providers, local jurisdictional reps, and consumer advocacy groups, to identify barriers to cell tower siting.

ii. Expected Outcomes: gather support and assistance for regional deployment

G. Goal: Ensuring Community Involvement

16. Each County will convene at least 4 face-to-face meetings and keep in contact regularly
i. Responsible party: TA EDA, CCRP, AH, BAMC
ii. Expected Outcomes: networking and gathering support and assistance for
regional deployment
iii. Milestones/Timeline: meetings held at least once a quarter and open to the public

17. Convene one regional consortium meeting annually to educate and build relationships across political jurisdictions and disciplines.
i. Responsible party: RREDC
ii. Expected Outcomes: Higher caliber proposals with widespread community
support. Networking and information sharing.
iii. Milestones/Timeline: annual broadband forum held

H. Goal: Create a Regional Learning Community

18. Convene at least four Consortia member meetings annually
i. Responsible party: RCRA
ii. Expected Outcomes: 1) to create a learning community within the regional
consortia, 2) create a forum for regional connectivity, and 3) problem solve
broadband related public policy issues.
iii. Milestones/Timeline: quarterly meeting held

19. Participate in the CPUC hosted "Regional Consortia Learning Community Summit" to share and learn broadband-related best practices.
i. Responsible party: TA EDA, CCRP, AH, BAMC
ii. Expected Outcomes: share and learn broadband-related best practices

I. Goal: Provide project management support for Redwood Coast Regional Consortium
