Why do technically skilled employees sometimes falter when promoted into leadership roles? Drawing on research and real-world experience across government, higher education, and the nonprofit sector, Dr. David E. Fraser explores how well-intentioned promotion practices can unintentionally set employees up for failure. This two-part CSU Systemwide webinar examines the “competence trap” and its organizational drivers in Session One, followed by practical, evidence-based solutions in Session Two. Participants will gain insight into how to better identify leadership readiness, strengthen internal mentorship pipelines, and realign promotion systems for long-term organizational success. Based on his forthcoming book, Promoted into Incompetence, Dr. Fraser’s engaging sessions blend scholarship, humor, and practical wisdom for leaders at every level.

David E. Fraser, Ed.D., MPA, is a faculty member in the Department of Public Affairs & Administration at Cal State East Bay and Chief of Staff to an elected official in Contra Costa County. A seasoned executive and educator, his 30-year career spans local government, higher education, and the nonprofit sector. Dr. Fraser specializes in leadership development, ethics, and organizational strategy, helping practitioners translate theory into effective management practice. He is the author of Grantcraft: The Practitioner’s Guide to Strategic Funding for Public Service, Healthcare, and the Nonprofit Sector and the forthcoming Promoted into Incompetence: Why Good Workers Become Poor Leaders—and How Organizations Can Change That. Through Fraser Leadership Group (www.fraserleadership.com), he provides leadership consulting and executive workshops nationwide.​
