Join the Redwood Coast Energy Authority for an overview of the Humboldt Regional Climate Action Plan (RCAP), a countywide strategy designed to reduce greenhouse gas (GHG) emissions throughout Humboldt County. Learn how RCEA involved implementation of RCAP measures aimed at reducing countywide GHG emissions by 40% below 1990 levels by 2030 and achieving carbon neutrality by 2045.
The RCAP was developed through collaboration between the County of Humboldt, incorporated cities, and regional partners including the Humboldt Waste Management Authority, Humboldt Transit Authority, Humboldt County Association of Governments, and RCEA.

Established in 2003, the Redwood Coast Energy Authority is a local government joint powers agency whose members include the Blue Lake Rancheria, Yurok Tribe, the County of Humboldt and the seven cities within the county. RCEA works to provide clean, reliable electricity and valuable programs for Humboldt County residents and businesses. RCEA’s purpose is to develop and implement sustainable energy initiatives that reduce energy demand, increase energy efficiency, and advance the use of clean, efficient, and renewable resources available in the region. Since Jan. 2025, Beth Burks has served as executive director of the Redwood Coast Energy Authority (RCEA), leading the agency with innovative initiatives and a strong commitment to advancing its mission and energy goals. With more than 18 years of experience in local planning across the public and private sectors, Burks brings extensive expertise. Prior to joining RCEA, Burks served for four years as Executive Director of the Humboldt County Association of Governments (HCAOG). During her tenure, she oversaw the update of the Regional Transportation Plan, including the adoption of Safe and Sustainable Transportation Targets, and successfully completed two cycles of the Regional Transportation Improvement Program. These efforts secured nearly $20 million in transportation investments and improvements to our region.
