Joe Carson, Chief of the Napa Dev Branch of the B.O.R presented a report for the dev. of the Eel by 1990 at a meeting yesterday in Ukiah. The plan is the result of a 3yr survey by the B.O.R. and COE. It includes dams, canals, levees that would provide water for ag, M & I, FC, rec & power produced.
