Charles M. Roscoe (Jim) has been appointed as the new City Engineer for Arcata. He's 33 years old. He replaces Hal C. Anderson who has been City Engineer for many years. Roscoe has a BSC from University of Oklahoma and a M.S from Stanford. He's the son of Stanley and Martha.
