The Board of Harbor Commissioners was abolished by the last legislature as a measure of economy. The commissioners received a salary from the state payroll. The duties of the Board and the Secretary were merged in one official, called the surveyor. Fred Barnum was appointed by Governor Young as the surveyor for the port of Eureka.
