Natural Resources Dept. said in a letter to Dick Denbo that the effluent from the proposed pulp mills will not be allowed to harm fish life or contaminate fishing waters. Pulp mills plan to locate on the Samoa Peninsula following passage of the $12 Million HBMWD Bond measure by the voters on Sept. 25, 1956.
