A Good Roads congress will convene in S.F. for 5 days beginning tomorrow. It will be known as the Pan-American Road Congress and will be participated in by 4 great Organizations - the American Rd. Builders Assoc., the American Highway Assoc., the Pacific Highway Assoc. and the Tri-State Good Rds. Assoc. comprising CA, Oregon, and Wash.
