Gov. Rolph signs the $160 million Statewide Water Program via AB 259, the Enabling Act. This is a very historical day. The Act becomes effective in October. The act creates a Water Authority who can apply to the fed. gov. for aid under the National Recovery Act. The fed. gov. would retain supervision over construction and operations of the various units until the loan is repaid. The Kennett Dam is the major uint in the upper Sacramento. (Shasta Dam ?)
