Text: Gov. Warren sent a letter to S.O.I. Douglas Mckay, recommending that the waters of the Trinity be diverted to the Sac Valley. Sen. A.W. Way said he very much regretted the Governor's decision. Fred Moore, county clerk, felt the Governor should have let the CA legisl. make this policy decision. Fred noted the state's time for registering objections to the division ran out last December 1952. A report was really doe then, since one year had passed since the project was first proposed (Dec 1951). He also noted the legisl. had removed the Trinity Div from the CA Water Plan in 1945. Fred said, based on that action, the gov made an error in constitutional law.
