Text: A group of residents from the College Hill district in Arcata appeared before the city council last night demanding immediate action to solve the acute sewage problem. Plans for new sewer lines and sewage treatment are not complete and can't be until next fall. Earlier, at the same meeting, the C Council adopted a zoning ordinance to take effect in 30 days. The ordinance zones the city into 4 gen. districts; Industrial, commercial, residential (homes), and a combined house and apt. district.
