The Humboldt County officials cont. to react to Gov. Warren's statement of support of the Trinity Diversion Project. In a previous cover letter by the Humboldt County Commission Clerk it stated that Sec Chapman, during the first days of January 1953, exercised authority delegated by the Congress to him pursuant to the 1939 Reclamation Law. He then, by executive action, accomplished what Claire Engle had been trying to do for several sessions of Congress, and Sec. Chapman approved the Trinity Diversion Project as such by including it in the CV project and enticing it Trinity River Diversion - Central Valley Project of CA.
