Text: Moore, Dresser & McClellan petitioned the Common Council to grade 9th street to "O" street because that section of the city was being steadily improved & many buildings were being erected. Others asked that 4th street between O & T be improved and graded- this section impassible for vehicles during the greater part of the year.
