Text: Col. William Kelly, Chief Engineer of the Federal Power Commission since its creation in 1920, fired off a statement to the Calif. State Fish & Game Commission that this Proposition 11, which is coming up for a vote and would create a Klamath River Fish and Game District, is not necessary for the preservation of the fish industry. Its only effect will be to prevent a large and desirable development on the Klamath River. He went on to say it would prevent the Electro Metals Company to get a permit to construction a dam for power production. The plan calls for hugh smelters at Trinidad where a deep - water, semi - protected harbor exists.
