The Fed. Power Commission granted a conditional Preliminary Permit providing that the license, if granted should require that the license constructed fishways ... that would insure the maintenance of existing conditions as to fish migrations and fish culture in the Klamath River. Under the Fed Power Act, the Bureau of Fisheries of the Dept. of Commerce is the judge in this matter. Members of the 3 member FPComm. are Sec. of Agr; Sec. of Interior; and Sec of War, who is Chairman. The project applied for is est. to cost $400 million!
