Title IV-E MSW Child Welfare Training Project

The California Title IV-E Stipend Program is intended to increase the number of specially trained social workers in public and Tribal child welfare agencies serving California’s must vulnerable children and families. The CA IV-E Program offers financial and educational support to Master of Social Work students who are interested in or are already working the field of child welfare, in exchange for a post-graduation employment obligation in a public or Tribal child welfare setting in the state of California.

There are two MSW CA IV-E Programs at Cal Poly Humboldt:

Full-Time Program: (for students who are not yet employed with a public child welfare agency)

  • An $25,000 per year stipend during both years of the MSW program.
  • The first-year field placement can be in an agency that works with child welfare or clients who may be involved in the system, such as a private-non-profit social services agency, a public health agency, a family resource center, a behavioral health agency, or a school.  The student’s caseload must consist of IV-E eligible clients.
  • The final year field placement must be in a California public or Tribal Child Welfare agency engaged in direct service, such as a county public child welfare agency, a Tribal agency providing social services, or the California Department of Social Services Adoptions Unit. The student’s caseload must consist of IV-E eligible clients.
  • The student must take an additional 1.5 unit Child Welfare Seminar course each semester during their senior year.
  • The student must complete a one-year employment obligation after graduation at a public or Tribal Child Welfare agency in the state of California for each year that they receive the stipend.
  • Students must be enrolled as Social Work majors at Cal Poly Humboldt to apply for the program.
  • The number of stipends is limited. Applications must demonstrate commitment to public/Tribal child welfare.
  • A competitive panel interview process will be held that includes Humboldt staff, faculty, and representatives from local public and Tribal child welfare agencies, to choose program participants. 

Part-Time/Employment-Based Program: (for students who are already employed with a public or Tribal child welfare agency)

  • Up to $19,141 reimbursement per year for up to three years for tuition, fees, books, and travel.
  • Student must be a current employee of a qualifying public or Tribal Child Welfare Agency in the state of California, and must have a letter of support signed by the Director of their employing agency.
  • The student must take an additional 1.5-unit Child Welfare Seminar course each semester during their internship year.
  • The student must intern at their agency of employment, in a role different than in their current position.
  • The student must complete a two-year employment obligation after graduation at their qualifying place of employment.
  • The number of stipends is limited. Cal Poly Humboldt’s priority region is the Superior Counties of California.
  • Applicant will be required to meet with Humboldt CA Title IV-E Project Coordinator and their supervisor and/or director before being offered a stipend spot in the program.
