A.S. Budget
Budget Overview
Every academic year, full-time students at Cal Poly Humboldt contribute $68 per semester to the Associated Students (A.S), our Student Body Association. As the governing body, the A.S Board of Directors channels these funds towards supporting essential programs and services that rely on the collective strength of A.S.
Budget Approval Process
The Associated Students Government annually calls for and reviews applications for funds from the Student Body Association Fee revenue. This process occurs each spring to establish the Associated Students (A.S.) budget for the next fiscal year, which begins each July and ends the following June. Prospective organizations, budget areas or departments can submit applications.
First the applications are reviewed by the Finance Committee, a small advisory Board of students, who will ask questions of applicants to ultimately form their Recommended Budget.
Then, the Recommended Budget is presented to the full Board of Directors, composed of eight voting student members, and two non-voting staff advisors. The Board of Directors will hear appeals from applicants regarding the Recommended Budget. A Final Recommended Budget will be generated and sent to the Office of the President for final approval.
The requested funding undergoes a viewpoint-neutral review process to ensure fairness and impartiality. The recommendations are made without regard to the group's opinions or ideology, in accordance with the First Amendment of the U.S. Constitution. When funding decisions are made, actions must be taken in an even-handed way and must not discriminate based on the viewpoint, message, or popularity. Additional details can be found at this link.
Appeal Process
Programs that wish to appeal their budget recommendations may submit an appeal to the A.S. Board of Directors. The Board will interview all programs that appeal and those it requests to appear. No changes to the proposed budget will be made until all appeal hearings are complete.
If the Board considers altering a recommendation from the A.S. Subcommittee on Finance, the affected program will be notified and given an opportunity to be heard. After all appeals, the Board reviews and finalizes the budget before recommending it to the University President for approval, per Executive Order 369.
