At the same time, employers struggle to find qualified local talent, and training programs don't always align with what the job market actually needs. Bridging these gaps is key to building an economy where more people can access good-paying, stable work close to home.

Coming Soon: Workforce Development Toolkit
RRRISE's Workforce Development Sector Investment Coordinator, Capitol Impact, is developing a comprehensive toolkit that includes a regional labor market dataset, career pathway maps that outline entry points and advancement opportunities within key industries, and interactive workforce dashboards — expected to be fully available mid-2026. Their Talent Pipeline Management (TPM) framework helps guide employer engagement and workforce coordination across all four sectors, with K–16 and postsecondary training programs cataloged to better understand the existing education pipeline.
Sector-Focused Workforce Development Support
Capitol Impact also works directly alongside each Sector Investment Coordinator to provide tailored workforce support — from job quality strategies and grant writing in Arts, Culture, and Tourism, to launching a regional Clinical Placement Consortium in Health and Caregiving, to workforce mapping and employer convenings in Renewable and Resilient Energy and Working Lands and Blue Economy.
